The Tribhuvan Sahkari University Act, 2025 establishes the Institute of Rural Management Anand (IRMA) as the Tribhuvan Sahkari University, declared an institution of national importance. This specialized university focuses on cooperative education, training, research, and development to promote and strengthen the cooperative movement in India. It has powers to design academic programs, grant degrees, establish campuses, conduct training, promote research, collaborate with other institutions, and offer distance education with all-India admission standards.

The Act was passed by both houses of Parliament in early 2025, received Presidential assent on April 3, 2025, and came into force from April 6, 2025, thus formally establishing the university as a hub for cooperative sector excellence in education and research.
